Even a public servant is entitled to protections under the Constitution. Within the New York City Police Department Patrol Guide there appears to be a violation of the First Amendment Right to Associate.

The Patrol Guide prohibits the following association, among others: (1) associate with any person reasonably believed to likely engage in or who has previously engaged in criminal activity; (2) associate with any person disseminating defamatory material; (3) associate with someone who may advocate “prejudice” based on sex, rage, religion, gender, or liability, without properly defining what “prejudice” actually means in this context.
